1. Project Name: Zhaoqing Odix Industrial Co., Ltd. Annual Production of 269.56 Million Cans (26,956 tons) of Automotive Care Products / Oil Additives Technical Renovation Project
2. Project Description: Zhaoqing Odix Industrial Co., Ltd. is located at No. 12A Yingbin Avenue, Zhaoqing High-tech Development Zone. The company is a high-tech enterprise specializing in R&D, production, and sales of automotive environmental protection and energy-saving products, oil additives, automotive care products, pre-installation maintenance products, aerosol products, spray paint, disinfection products, and related accessories. The original production capacity was 10 million cans of cream/oil additive products and 40 million cans of aerosol products per year (i.e., 2,045 tons of cream products, 8,685 tons of aerosol products, and 5,600 tons of spray paint products, totaling 16,330 tons). This technical renovation, without changing the main raw materials, production equipment, or production processes, proposes the following product adjustments: reducing packaging sizes, lowering concentrations, and renaming some products to better suit practical applications and be more consumer-friendly for DIY use by individual consumers. Meanwhile, in response to environmental requirements, some solvent-based products will be converted to water-based products. After adjustment, the annual production capacity is 269.56 million cans of automotive care products/oil additives (i.e., 11,671 tons of cream products, 9,685 tons of aerosol products, and 5,600 tons of spray paint products, totaling 26,956 tons). Additionally, investment in pollution prevention and control will be increased to upgrade environmental treatment facilities. The organic waste gas treatment will be upgraded from activated carbon adsorption to a combined UV photolysis + activated carbon adsorption system, and the number of exhaust outlets will be increased from 6 to 9. After the renovation, the main raw material consumption, production equipment, and production processes remain unchanged, and no new pollutants will be generated.
3. Environmental Impacts Overview:
(1) Construction Phase: The renovation will be carried out within existing workshops without new construction or civil works. Construction activities may generate domestic sewage from workers, vehicle exhaust from equipment transportation, noise from equipment installation, and solid waste such as domestic garbage and packaging materials from new auxiliary equipment.
(2) Operation Phase: Major air pollutants include dust and organic waste gas from production processes, backup generator exhaust, and kitchen fumes from the staff canteen. No production wastewater is discharged before or after the renovation; the main water pollution source is domestic sewage from employees. Noise pollution mainly comes from various equipment operations. Major solid wastes include spent activated carbon, waste oil, and domestic garbage.
4. Mitigation Measures:
(1) Construction Phase: All construction activities shall strictly follow design requirements with timely environmental protection measures. Domestic sewage shall be treated via existing wastewater treatment facilities. Dust shall be controlled by water spraying. Noise shall be controlled through construction barriers, reasonable scheduling, and proper equipment placement. Construction waste shall be transported to designated disposal sites.
(2) Operation Phase: Waste gas shall be treated by baghouse dust collectors, UV photolysis, and activated carbon adsorption devices before being discharged in compliance with standards. No production wastewater is discharged during operation. Domestic sewage shall be pretreated by the factory's three-chamber septic tank before entering the municipal pipeline for centralized treatment at the Zone's No. 1 Wastewater Treatment Plant. Noise shall be controlled through building sound insulation and distance attenuation. Domestic garbage shall be collected and disposed of by the local sanitation department. Hazardous waste shall be classified, collected, and periodically handed over to qualified disposal unit Huizhou Dongjiang Veolia Environmental Services Co., Ltd. Raw material barrels shall be recycled by the raw material manufacturers.
5. Environmental Risks and Emergency Measures: This project involves a relatively large number of hazardous chemicals, posing certain risks. The main risks are leakage or spillage during transportation, storage, and use. Leaked substances such as toluene and LPG may flow or spread with wind, polluting air, water, soil, and threatening the health and safety of people around the accident site. The developer has prepared an emergency response plan and a safety assessment report, which propose feasible preventive measures and emergency plans for various risks during transportation, storage, and use to prevent accidents. Provided that the developer implements these risk prevention measures and emergency plans, the environmental risk impact of the project on the surrounding environment is considered acceptable.
6. EIA Report Conclusion: The project complies with national industrial policies and is reasonably sited. With the implementation of the environmental protection measures proposed in the EIA report, the impact on the surrounding environment is minimal. Provided that environmental risk prevention measures are implemented, the project is environmentally feasible.
