1. Bidding Conditions: This bidding project is for equipment procurement and related services for Phase I (Stage 1) of Shaoguan South China Advanced Equipment Industrial Park Wastewater Treatment Center. The bidder is Guangzhou Environmental Protection Engineering Design Institute Co., Ltd. The bidding funds come from the enterprise's self-raised funds, with 100% self-raised proportion. 2.1.1 Project Name: Equipment Procurement and Related Services for Phase I (Stage 1) of Shaoguan South China Advanced Equipment Industrial Park Wastewater Treatment Center
2.1.2 Construction Location: Qujiang District, Shaoguan City
2.2 Bidding Scope: Manufacturing, supply, and related services for all equipment specified in Chapter 5 "Equipment Procurement List and Technical Specifications" attached to this bidding document.
2.2.1 Maximum Bid Price: RMB 16,724,700.00
Note: Bidders must bid for the entire project as a whole. Partial bids will not be accepted. Bids with total price exceeding the maximum bid price or with any sub-item price exceeding the corresponding maximum sub-item price will be rejected.
2.2.2 Technical Specifications: See Chapter 5 "Equipment Procurement List and Technical Specifications" of the bidding document.
2.2.3 Delivery Location: Project site in Qujiang District, Shaoguan
2.2.4 Delivery Period: 30 calendar days
3. Bidder Qualification Requirements:
3.1 Bidders must possess the corresponding qualifications and have the supply capability matching the project. Specific requirements are as follows:
3.1.1 Qualification Requirements:
(1) The bidder shall be a legal person or other organization established within the People's Republic of China, holding a business license issued by the administrative department for industry and commerce. (Two or more legal persons with the same legal representative, parent companies, wholly-owned subsidiaries, and different entities with controlling or management relationships shall not bid simultaneously in this project.)
(2) The bidder shall be the manufacturer or authorized agent of the main equipment to be procured (fans, pumps, filter presses, deodorization equipment, ozone equipment). Authorization proof documents issued by the manufacturer for the main equipment shall be provided. If both the manufacturer and its agent participate in the bid application, only the manufacturer's bid application will be accepted.
3.1.2 Other Requirements:
(1) Bidders shall have general taxpayer status and provide relevant webpage screenshots or other supporting documents.
(2) Bidders have signed and sealed the "Bidder Declaration" in the prescribed format and content (see Chapter 6 Bid Document Format for details).
3.2 Joint bids are not accepted.
4. Acquisition of Bidding Documents: Interested bidders may obtain bidding documents from Guangzhou Environmental Protection Engineering Design Institute Co., Ltd. between June 24, 2020 and June 30, 2020 (9:30-11:30 AM, 2:00-4:00 PM Beijing Time). The bidding document costs RMB 300 per set, non-refundable.
5. Submission of Bids:
5.1.1 Deadline for bid submission: 9:30 AM, July 10, 2020. Bidders shall submit bid documents to the designated bid opening room at Guangzhou Environmental Protection Engineering Design Institute Co., Ltd. before the deadline.

5.2 Late bids will be rejected.
